Citus projects: two projects in Vilnius have been completed – developed during challenging times, with bureaucratic hurdles slowing down their completion

The creative real estate projects development and placemaking company Citus has successfully completed two projects in Vilnius. In Helsinkio Street, the low-rise settlement PaJustis by CITUS comprising terraced houses and apartments has been finalised, along with a nearby section of Helsinkio Street developed under an agreement with the city municipality. Meanwhile, on Visorių Street, Visi Savi by CITUS has been completed – one of the first projects designed following Vilnius’ 10 architectural and urban planning principles.

Citus developed both projects during challenging times – PaJustis by CITUS was initiated during the COVID-19 pandemic, and Visi Savi by CITUS at the beginning of the war in Ukraine. They were also completed under market slowdown, with bureaucratic processes significantly extending procedures and delaying the completion of the investment cycle. However, these projects allowed the company to identify promising locations and better understand buyers’ expectations. Last year, they were succeeded by two new projects. Near the location of PaJustis by CITUS, the appealing Ežero Takais by CITUS is being constructed, offering 78 apartments, over 70% of which have already been sold or reserved. Meanwhile, a small and charming project reminiscent of Visi Savi by CITUS, Senamiesčio Link by CITUS, has begun construction on Panevėžio Street. Its sales launched towards the end of the year, and only about 30 of the 45 apartments remain available.
PaJustis by CITUS is a welcoming, low-rise, block-type development located in the Justiniškės district of the capital, next to the former Buivydiškės Manor. It consists of 5 three-storey apartment blocks with 100 apartments and 80 two-storey terraced houses. The total area of the project is about 11,300 sqm. Sales in the project took place over three years, from December 2020 to August 2023, and the sales rate was about six units per month.
All the homes are of the A+ energy class and have thrifty gas heating. The project includes 221 above-ground parking spaces.
The project focuses on landscaping the inner area and creating a community-oriented neighbourhood. It uses the natural terrain to create an ample, hillside leisure space for residents of all ages: two children’s playgrounds, a sports court with fitness equipment, a barbecue and grill area, tennis and football areas and chess tables, and a film amphitheatre. A designated exercise space is also provided for residents’ pets.

This part of the city, adjacent to the well-developed infrastructure of Pilaitė and Justiniškės near the western bypass, is changing rapidly. When we started the project, the empty fields had already started to turn into an urbanised city space. The population has grown considerably and will continue to grow as new projects are planned. As a result, property values here will increase. The location is characterised by its proximity to nature and abundance of greenery. The heritage of the former Buivydiškės Manor is right next to it, with seven ponds and woods for a lovely walk. Surrounding the area are schools, kindergartens, shops, healthcare facilities, leisure, recreation and cultural venues, and streets with quick and easy access to the centre of Vilnius.
PaJustis by CITUS was planned to be developed in four phases, but due to the high demand at the time, it was condensed into two phases. Construction of the first phase started in November 2020, and the second phase started a year later in December 2021. Residents began to move in during September 2021 and September 2022 respectively, and construction work was completed about six months later in each phase. Tarutis:
The final formal completion of the project has been significantly delayed due to the construction of the section of Helsinkio Street from the boundary of the project to the viaduct over the western bypass. We agreed with the municipality to install asphalt pavement and pathways, lighting, rainwater sewer system and landscaping. The problem is that it turned out that the previous project, which we inherited and were supposed to be working on, was of poor quality – for example, the pavements were designed on one of the ponds in Buivydiškės. As a result, we had to redesign and spend a long time coordinating each step. Although we finished the project last spring, we could only register its completion after the street was assigned to the municipality; its design and installation cost over EUR 1 million. The final investment in the PaJustis by CITUS project amounted to around EUR 13.99 million.
The second recently completed project is Visi Savi by CITUS in Visoriai, a desirable and developing location close to the well-developed infrastructure of the surrounding neighbourhoods and convenient transport links. The small and green project consists of three five-storey buildings of the highest energy class, A++, built in one phase and overlooking the natural forest adjacent to the property, part of Visoriai Park.
The project offered 125 apartments of one to four rooms, 26.5–101.5 sqm. The most popular are two-room apartments. Visi Savi by CITUS has a total area of approximately 6,300 sqm. The underground storage facility has 126 parking spaces with electric car charging infrastructure, while four commercial premises have five above-ground parking spaces.
Construction started in early February 2022, with the first residents moving in May of the following year, and all the main construction work was completed last July. Sales began in October 2021, and the previous apartment was bought in February last year (sales rate of about 4.5 units/month). The project investment amounted to almost EUR 10.64 million.
