Last October, the Prosecutor General’s Office filed a complaint with the Vilnius Regional Court regarding what it deemed to be an illegally concluded contract for accommodation services, valued at EUR 2,500.
Since the contract was signed, the municipality has paid the company Darnu Group slightly more than EUR 2,400.
After the Vilnius City Municipality received a complaint from the prosecutor’s office, the contract was terminated in early March 2026, so the Vilnius Regional Court also dismissed the case.
The capital’s municipality purchased services from DG Horeca, a company belonging to Darnu Group, even though Darnu Group’s main shareholder—MG Group—has been convicted in a corruption case.
According to the prosecutor’s office, the public interest prosecutor identified violations of public procurement regulations in this case and filed a lawsuit to have the contract between the municipality and DG Horeca declared invalid.
As the portal reports, the latter company, when completing the general procurement document and answering the key questions therein, stated that neither it nor any member of its administration, management, or supervisory board had been convicted of corruption.
The public procurement tender in question was indeed announced at the end of December 2023, while the Lithuanian Court of Appeals had already convicted MG Group of bribery, influence peddling, and abuse of power in November 2023.
DG Horeca submitted its bid to participate in the tender in February of the following year. In the spring of 2024, the Vilnius City Municipality signed a contract with the company.
DG Horeca operates the 117-room Urbihop hotel in the Viršuliškės neighbourhood of Vilnius.
The city government has similar contracts with the AirInn Vilnius, Žemaites, and Ramusis Pamarys hotels.
The total value of all these contracts is up to EUR 300,000, and they were concluded for three years.
The Prosecutor General’s Office is analysing the court’s decision and considering whether to appeal it. Meanwhile, Darnu Group asserts that, following MG Group’s conviction in the corruption case, the company has not entered into any further public procurement contracts and will not do so for the foreseeable future.
