From Valys – an unexpected statement: „There were a lot of temptations“

Finance Minister Taurimas Valys said that while preparing next year's state budget, there were proposals to reduce defence funding or cut it drastically. Still, the government did not give in to such pressure, lrt.lt reports. He said coalition partners also made such proposals, but the minister did not name specific individuals.

„There were many temptations, including from some coalition partners, to make drastic cuts (to defence funding – ELTA), or to resort to certain manoeuvres that might be ill-advised and not agreed with our defence partners,“ Valys told the website.
According to the minister, there were proposals to benchmark against the spending of other NATO countries and limit ourselves to the minimum funding expected by Lithuania’s main partners – the Americans.
„There were certainly many proposals to look to other NATO countries and stick to the minimum required by our main partners, the Americans. But we stood our ground. We have raised our partners’ expectations and, by setting an example, we are already reaping certain benefits,“ he said.
Valys emphasised that investment in defence not only enhances Lithuania’s security but also helps to attract foreign investment and develop the defence industry. According to him, the world’s largest manufacturers in this sector are already showing interest in Lithuania’s infrastructure, whilst cooperation with Ukraine also creates added value and jobs in Lithuania.
„We are no longer treated as a war zone. We are seen as resilient, determined, investing in defence, and capable of attracting the attention of the world’s largest market players,“ said the finance minister.
He acknowledged that the additional defence funding planned for next year, compared with this year, is not substantial. Still, he emphasised the importance of maintaining the agreed level of defence funding at 5 per cent of gross domestic product (GDP).
„Yes, the amount itself may only be an additional 40 million euros – the change is symbolic – but maintaining this level is significant,“ added Valys.
ELTA notes that next year’s draft state budget allocates 5 per cent of GDP, or over EUR 4.8 billion, to defence, with total funding increasing by EUR 34.8 million.
This year, 5.38 per cent of GDP, or EUR 4.79 billion, has been allocated to national defence.
The National Defence Council (NDC) adopted the decision in January 2025, under which Lithuania committed to allocating 5–6 per cent of GDP annually to defence by 2030; these funds are required to develop the National Division, ensure the proper reception of the German brigade, and fulfil other commitments.
